Digital Governance, Private Sector Innovation and Consumer Behavior in an Artificial Intelligence-Based Economy

Abstract

Digital governance is becoming one of the major drivers of development within data-driven and artificial intelligence-based economies, affecting both business innovation and consumer behavior. The purpose of this study is to analyze the influence of digital governance on private-sector innovation, business growth, and the transformation of consumer behavior within AI-driven economies. The study applies a bibliometric methodology based on the analysis of 108 scientific publications indexed in the Scopus database and published between 2021 and 2025. Biblioshiny, implemented through the Bibliometrix package for R, was used to identify publication trends, major research directions, and relationships between thematic areas. The findings demonstrate that digital governance performs a dual role: on the one hand, it stimulates innovation through digital infrastructure development and regulatory stability; on the other hand, it increases requirements related to data governance, algorithmic transparency, and competition protection. The results further indicate that consumer trust increasingly depends on platform transparency, responsible AI implementation, and effective governance mechanisms. The study concludes that sustainable development of the digital economy requires balanced regulatory models that simultaneously support innovation, economic growth, and public interest protection.
