Conceptual Approaches to Modernizing Business Processes in E-Government Platforms in the Context of Digital Transformation

Abstract
This paper investigates conceptual approaches to modernizing business processes in e-government platforms in the context of digital transformation, with a focus on the Republic of Uzbekistan. The study analyzes the "Digital Uzbekistan – 2030" national strategy, the my.gov.uz unified interactive state services portal, and the country’s broader e-government infrastructure. The paper critically examines Business Process Reengineering (BPR), Business Process Management (BPM), platform governance, data-driven government, and proactive public service delivery frameworks. As the primary scholarly contribution, a seven-component conceptual model — EBM-Model — for modernizing business processes in e-government platforms is developed, encompassing: digital transformation drivers, business process audit, BPR/BPM mechanisms, data integration, artificial intelligence and analytics, proactive services, and performance indicators. The findings provide actionable recommendations for advancing e-government reforms in Uzbekistan and similar transitional economies.
