INVESTMENT IN HUMAN CAPITAL: STRATEGIC DIRECTIONS AND CONTEMPORARY CHALLENGES IN UZBEKISTAN

Abstract

Background. The accumulation of human capital constitutes a central determinant of long-term economic prosperity for emerging economies. Within transitional contexts such as Uzbekistan, where institutional reforms intersect with demographic shifts, the question of how to allocate investment effectively across human-capital domains remains underexplored. Purpose. The present study examines the principal channels through which the Republic of Uzbekistan directs its investments toward developing the productive capacities of its population, while concurrently identifying structural obstacles that constrain returns on those investments.


Methodology. A mixed-methods analytical framework was applied. Quantitative components draw on national budget data spanning 2020 through 2025, World Bank Human Capital Index figures, UNDP Human Development Reports, and OECD educational benchmarks. Comparative analysis benchmarks Uzbekistan against seven reference economies, including Singapore, the Republic of Korea, Finland, and regional peers.


Findings. The investigation reveals that Uzbekistan allocates substantial budgetary resources to social sectors — approximately 52% of total state expenditure in 2025, with education receiving 84 trillion soums and healthcare 41.3 trillion soums. Despite this commitment, the country's HCI score (0.62 in 2023) remains below regional averages. PISA-2022 results indicate persistent gaps in mathematical literacy (364 points versus the OECD mean of 472). Research and development expenditures, at 0.3% of GDP, fall well below the threshold required for innovation-driven growth.


Implications. The findings suggest that quantity-oriented financing alone cannot overcome quality deficits. Policy recommendations include systemic reform of teacher preparation, expanded R&D funding to reach 1% of GDP by 2030, and the establishment of a national skills-mismatch monitoring framework.
